I hate being the bearer of bad news, but according to my calculations, Jurevicius remains a FA.

Frank won this bid Tuesday morning at 2:35am, meaning he had 24 hours from that point to get under the cap.

He didn't make a move to get under until Wednesday at 11:36am when he placed Burleson on IR. Putting him at 33+ hours and making putting him into a roster penalty situation.

JJ should be a FA open to bidding, and Frank should be hit with a 20% cap hit roster penalty and be banned on bidding on JJ for 30 days.

:Sorry... if I'm missing something ehre, please correct me, but I think Frank dropped the ball (middle of the week no less!) and has lost out on JJ.
