Jim, Brian and I figured we'd do it, since we're online a lot, but feel free to join in the administrative fun! I did change the title to match how we've done it in the past (esp. including the price).

Once one guys goes, hopefully we'll get a domino effect so we can get some action going on here during RFA! I hate always seeing 7 new threads and 6 of them are SACD :(

Matt, this match puts you $435 over the salary cap. You have 24 hours from the time of your posting to get under the cap.

Two quick questions:

1. Why would I be over the cap if Reggie Wayne is in play I don't think he should count against my cap since I can decline him.
2. If the first point is null and void can I just rescind my match and go back on the 72 hour clock? I am not trying to be a pain but to my way of thinking (likely flawed) once Wayne was bid on I was able to take his 1800 off my numbers, so I felt like the match was no issue at this time.

RFAs count against the tendering team until matched/declined. In fact, this very question was asked and answered in the RFA Commentary thread last night. The reasoning: the RFA has to be applied to someone's cap at all times. If he truly did come off of your cap when bid out, then he would have to be on Insects cap right now. And then if I bid on him, he'd have to go onto my cap. Etc, etc. That wouldn't make sense. The cleanest and easiest way is for him to stay on the tendering team's cap until that team either gives him his release or re-signs him.

All things considered I guess this makes sense.

I'm not on the rules committee, and have zero say, but IMO it'd be right to let Matt rescind the match on Anderson for the moment, but not allow him to decline a player before they sell.

I do believe we had a similar situation with the Insects a couple years ago, and the tender amounts counted forcing him to make cuts of his own RFAs that he didn't want to make when players sold to him he didn't expect and he ran out of time with the grace period.

FWIW, Jason's interpretation is how the rule has always been applied. The tender counts against the cap till a player is sold and subsequently declined, which is why I sent you a PM Matt about matching so early and why I thought that could be a strategic mistake.

Yeah, I thought it was a big mistake when he matched so obviously he didn't understand the rule. I think taking back the bid is O.K. but no longer as this should set the precendent.

I was wondering why not just decline Wayne right away and then match on Anderson.

Wayne has now closed, so obviously Matt can fix the problem himself by declining within the next 16 hours.

Jim, no need to rule on this. Going forward, no leniency on this, since it we just talked it out twice in two days.

When you update the rules, it'd be good for the league if you can clarify situations such as this, since they're not perfectly clear.

Basically a line saying that RFA tenders count against the tendering teams cap until the player is either cut or sold and subsequently declined. Also a line that you cannot pre-decline to free up cap before a player has actually sold.

FWIW, as far as I can recall, the above is how we've always applied the rules, but it's not explicitly stated.

Sorry guys... I'm at a conference Thursday through Sunday. After tonight (or 'morning' on EST) I won't have access until Sunday afternoon.

Sounds like this has played out about how I'd have ruled.

In the future. Once you match/decline it's official. If you think you're gonig to need all or most of the 72-hour window, then use it!

And no, you cannot 'pre-decline' to free up cap space. You can announce that you're probably going to decline, but you're still liable for the cap hold until the official sell of the RFA.

If any other situations need a ruling during the next 2.5 days, someone feel free to call and leave a message for me on my cell (808-349-7881). I'd be happy to render a decision via proxy. Otherwise, I'll deal with it Sunday afternoon, Hawaii time.

Nice to see us all getting along!
