I believe 24 hours has expired, and Manning goes back to FA pool and Frank is accessed penalties?

Player in question will mean the specific player or players acquired which put the team over the cap.
If the player in question was acquired via free agency, the player will be released back into the free agency pool, and the penalties will be assessed, based on the number of previous infractions.

Looks like this would be a 1st offense penalty with a 20% cap penalty and 30 day moratorium where Frank cannot bid on Eli.

Does Eli have to clear waivers? i.e. is it 72 hours before people can put him back out there, and do teams have the chance to put in a claim? This was always grey area to me...

I don't believe we ever required players in these situations to clear waivers. The rules state the player in question are "released back into the free agent pool" without mention of waivers.

I saw him online earlier too. One thing I always used to do is mark the sold thread with a warning that the team was over the cap (which I didn't do this time since I had no idea what his cap situation was). Maybe he never saw it.

Regardless, the rules are clear that each team is responsible for managing their cap within the rules. It sucks but it is what it is.
