The rules as currently posted are 20pt weekly penalty and 250cb cap hit.
I'm not sure a weekly 20pt reduction is a good penalty.

Do we claim he's tanking and therefore the 20 pt penalty stated in the rules is actually a benefit if he's trying to improve draft position?

I think the 250cb penalty if fine, but suggest maybe a reduction in tender compensation in RFA, or a loss of draft pick, instead of a a weekly point reduction.

I blatantly suggest this as the second worst team, with aspirations of the top pick.

Probably more of a discusion for the rules section.

While I do not think Shep is doing this intentionally to try to tank and get 1st pick, I think he has just been busy. I have a PM to him to discuss his future.
