Was he not under the cap in time, because his declaration was at 23 hours and 59 minutes after the sale.

I was under the cap and still under the cap by about 2,000 cb and maybe 7 years. And I thought I had 24 hours from the last bid, to win the player and then 24 to declare. But if you disagree, let’s discuss.
