Here is my suggestion, which Pirates posted something similar in Funchess thread:
Add 3 Covid IR slots - only covid related temporary absence...works same as regular IR
Unlimited Opt Out spots...players who opt out of season, go to this pool..their contracts go on hold for the year - they come back next year at same contract - contract does not count against owning teams cap at all this year
