I'm comfortable with the 2nd scale.

Let's get this all wrapped up into a proposal to vote on.

The Undead and Mutts have now checked in that they are in favor of a 2004 implementation, so I think voting on that is moot as they had the most to lose having traded away 2 higher picks.

So, lets update the proposal spreadsheet to reflect all the changes (10% annual increases regardless of max, and new TE scale) and get a poll going to officially vote this in as a rule.

From what I've seen, all are in favor of the new scale with the exception of the Squirrels, who like the lower salaries but are not a fan of incentives. Also the Derby Cars have not checked in on this, nor have the Toxic Waste, however, I have spoken to Kyle and he has viewed the proposed scale, and while he's still digesting it all in, I know he does prefer the proposed scale over the existing one.

As for backtracking the rookie salaries to the past 2 drafts, I think we'd need a seperate poll on that (assuming this new scale passes).
