I would be good either way. Either:
1) Do not allow an RFA to be claimed
or
2) Allow a claim to substitute for an existing RFA that has not been bid on (but remember that if you claim a player, his salary would count against your roster and if you already have 3 RFAs the player you are removing would be a 'Cut" and salary penalty would apply).

I would not be on board for allowing an RFA claim moved to a roster.
