Proposed change to Rule 6B:

Each team will be allowed a 5 player development squad for players with 0-3 years of NFL experience (Players entering their 4th NFL season are NOT eligible for the DS). There is no Cyber Buck cap to the Development Squad, but there is a 20 year contract cap. Development squad cyberbuck and contract year caps will not count against a team's regular cap unless a player is activated to the active roster.

Only drafted rookies are eligible to be placed on the DS. Once a player is activated by a team he can NEVER again appear on that teams’ developmental squad. However, a player may be traded to another team who could place the player on their DS as long as he still had DS eligibility as outlined above.
