I think you'dr misunderstanding what Brian means by adding only 2 to the PS per year.
He's proposing an 8 player Taxi (which can only be added to via the draft or trade of a Taxi eligible player) and a 6 player Practice Squad (which you can only add 2 players too per year via the draft only from rounds 5 and 6 or whatever we define). So after our 1st season, and when we have a rookir draft year 1 of the Practice Squad will consist of no more than 2 players. In year 2, no more than 4, maxing out in the 3rd year with a max of 6 players at any one time.
Does that make more sense to you?
