I agree with Matt that the fairest way (if there is a fair way) to do a rookie draft this year is 1-12 in the first round and 12-1 in every round after ... Mike is right that rookie drafts are even more top heavy than vet drafts.
Matt, if we use this format I will change my vote to having a separate rookie draft and take you up on your offer of choosing between our two spots
