Declaration on rookies (as well as contract years) are not due until the end of the off-season free agency period (late August... don't have the specific date handy). Right now they don't count for or against.

You basuically have the 1st 3 preseason games to evaluate them, before deciding their contract years and whther to make them Practice, Taxi, or Active. Th Monday after the 3rd preseason game (4th for the few teams that play 5) is when all the declarations are due.
