As for WHEN we will start this, the rules state within 3 weeks of the NFL's Supplimental Draft, so if the NFL's is tommorrow, we'll wrap ours up before August 4th.

I propose a cutoff sate of July 31st (to give teams time to research the players and their situations). Thus, the emails will be reviewed on August 1st at 12:01am or after. Any further questions?
