Honestly the rule doesn't specify,

Once a players contract ends, they becomes a free agent, however, teams are allowed to designate up to 1 player as a Franchise Player. Once a team designates a Franchise Player, that player is considered part of their active roster and the tendered salary counts against the teams cap. The Franchised player will receive a salary of the average of the top 10 players at the franchised player's Position from the previous year, or a 20% salary increase, whichever is greater.

and I can't remember what we did in CDL. Were they 1 year deals?
