Also, teams can use any pick they're currently in posession of, with the slotting based on this years original rookie draft order (ie Matt had the #1 pick, and anyone that uses a 2007 Gunslingers pick would be bidding with the x.1 pick of whatever round they choose)

I'm not sure I understand this. How can you give up a pick you may not have? Or is this just used like a waiver order, whoever gives up the highest pick wins? So Matt's pick in the same round as mine would win, but he gives up that round in next years draft regardless of where it is?
