Last year we reduced the stated 500 cb penalty in the rules to 250 for teams being under the limit... but this situation is different seeing it was an IR move that did it. Technically he's still a part of my active roster.

Assess a 250 cb penalty?
Assess a smaller/larger penalty?
Retract the IR move?
