What about something like what the NBA does, but not allowing a team to move up more than 3 slots or something like that? I don't know if I like the #5 team getting even a 1 in 56 chance at the #1 overall. That could really screw up league parity. Not sure how that would work in a number generator, but it could be done I would think. We'd have to lotto off each pick starting with #1, and the bottom 4 teams elligible for it.
