I see your point in maybe only involving the bottom for, or saying a team can't move up more than 3 or down more than 1.

We can work on creating the system, it's more important to throw ideas out there right now and see if it's even a feasible vote. IF it is, we'll crank out a good and fair system, I'm confident of that.
