The #6 team got the #1 pick with their 5.3% chance and the #5 team got the #2 pick with 8.8%. And the two truly horrible teams (Memphis and Boston) get squat. That just sucks, big time.

IMO, you just don't allow 1 team to slide more than 1 spot or climb more than 3.
Or just restrict it to the bottom 3.
