On the active roster only David Garrad at 188 has a cheaper contract. In all of SACD including rookie salaries only Kyle Orton (194), Bruce Gradkowski (171), Omar Jacobs (149), Jordan Palmer (125), Tyler Palko (110), Ingle Martin (110) are paid less than C-Pep.
So yes he is a steal and will be a future trading chip, economic backup, or an ultra cheap starter.

He's always been a viable QB because he could run. Running helped him both in terms of FF (obviously with rushing stats) and real football by making up for his weaknesses as a QB. In order to be a viable FF player again, he's going to need to be able to run. If he can't run, he can't be productive as an NFL QB. If he can't be productive as an NFL QB, he's not going to play and obviously not going to be a FF starter.
Take a look at the way be played his last season in MN before the injury and last year with Miami. Don't look at the FF points per game, look at the way he actually played. He played flat out bad, and until they turn his knee into a bionic knee, he's done.
But, I've had this debate far too many times already (just ask the Popes), so if you're happy with him, congrats and good luck with him.
