The order of picks won't change. It should still be based on difference between tendered salary and winning bid salary, just as it is now.
I like the idea a 2 round penalty for RFA's won. I'll wait a week or so to hear other peoples ideas, then create a poll so we can get this set.
I, for one, am not too worried about having extra 5th and 6th round picks. I really don't think you get enough information about these players before August to make this an advantage.
