I'd agree. I think reducing the reward for declining RFAs is going to get rid of the worst kind of events (such as two teams signing each others' 1st round tendered RBS and each getting a 1st round comp in the process). I don't think we want to discourage bidding at the same time.
However, if someone wants to do the legwork and put a side by side comparison of what the comps would have looked like for the last couple of years with and without the penality, I'd look at it.
