You can cut a player off IR.

If the player is claimed off waivers, they remain on IR for the minimum 4 week period. If they're not claimed, they become Free Agents and can be bid upon and used on the active roster of the winning team.

One thing we never really encountered or worked out is how to handle a situation where a team cuts a guy on IR, then rebids for their services, wins them, and wants them on the active roster within the original 4 week minimum. I guess I'd like Brian's input on that, but IMO, the originating team shouldn't be allowed to rebid and activate a guy that hasn't served the 4 week minimum. In that specific case, I would think the player would go back on the originating teams IR at the new salaryand would have to serve the out the 4 week minimum.
