RFA's are what they are, but players worthy of a higher tag are worth more, Frank wins on that account again.
It is too early to give up on Meachum, is he worth the 1.6? Probably not, but who knows who's going to be at 1.6 with any value. Most likely you're looking at another WR, unless a QB lands at a great spot. All the RBs with value will be gone. Brian win's this, but gains no more than he gave up with the RFAs value-wise.
That leaves Winslow as a throw in. The best TE (based on dollars/point) in the Frenzy for the next two years (my prediction, which I don't think is a big stretch). Big loss there.
Had Brian gotten the 1.3 and/or gotten Bradshaw, I'd like this deal a lot more.

I'm too out of the loop to really tell. By the looks of it, Winslow is in the last year of his deal for the 2008 season, so it's not too bad.
I see the 1.6 for Winslow with an unproductive Meachem as the throw in. Too early to give up on Meachem IMO, but again, not a huge loss unless he really turns things around.
