The point is, if you used the comp points in an earlier rd from a tendered player, you move to the bottom of the pecking order for the remainder of the points on players already used.
It does make sense when you've already gotten a higher comp pick to not also be at the top of the order for the subsequent pick with those same points from a player you've already been compensated for in the higher round.
