Somehow I missed posting this earlier. But as of 6:20pm on 11/6 (Thursday), the Derby Cars had 24 hours to post year and cuts (if necessary). That window has passed, so ONE YEAR has been automatically assigned. If cuts were necessary, then roster penalties are now necessary. If not, then it's all good.
