The intent from the very beginning is that ONLY DRAFTED PLAYERS can be put on the TS or PS squads. If you acquire a player via trade (who was drafted & put on TS/PS) then you can put him on your squad. But UFA's are not eligible for TS/PS. That's why on the roster app, the word "eligible" or "ineligible" is there.

I'll look for the rules link. But this is how it's always been. And, in my opinion... should remain. It puts much more value in the draft & decisions that have to be made on your PS/TS squads.
