Wow, not so trigger-happy. The rules clearly say "any injury report." You are already prepared to accuse of manipulation someone who will try to follow the rules? And i f you choose to disregard this part of the rules because it doesn’t agree with your common sense, how do I know you won’t disregard any other part when you decide it doesn’t say what you think it should say? That's a very slippery slope.
For what it's worth, note that I don’t think your common sense is the problem here – it is that, long time ago, not enough thought was given to formulating the rules. They should still be respected, though.
