So would the Toilet Bowl winner get the 1.01 draft pick? I think that would encourage competition for the remainder of the season. Maybe have the Toilet Bowl determine the draft order for the first round (Winner 1.01, Runner-up 1.02 and so on) and then use regular season records (like we always have) for remaining rounds.
One thing I see though is offseason free agency would likely need to apply to toilet bowl teams as well.
