You have 24 hours after the trade is announced to get under the cap...so yes, this move is a valid move to get yourself in compliance. And as Sanchez is not yet in his 4th year, you are allowed to move him back down to TS, with the penalty of salary increase and the knowledge his contract became guaranteed when you made him active. So if you should subsequently cut him, you will incur a cap hit penalty.
