My interpretation of the rules would be since there was not room on my TS, he should be released. Since his contract was guaranteed, normal penalties would apply, since I believe this is my first offense this year. I would say it should be what his salary was before the bonuses, since I did not have room for him to stay on TS, thus no bonus would apply.

So he would have been cut with a 165cb/3 yrs contract (app has him at 4 years..he is only at 3), with a total 71cb penalty. By my calculations, I should have had enough room up to my signing of Bell. But my signing of Bell puts me over...I just cut Shiancoe, but that would not get me enough to keep Bell...so if this is the ruling, I will have to make another cut...
