Roscoe Parrish didn't start until his senior year. Even then he posted a modest 693 yards. He's small, runs less than great routes, aligator arms passes over the middle, and while he has a 4.43 time in the 40, it is less than top notch speed. I really don't see a huge upside for this guy. How many WRs have come from the Florida Schools and busted out on the scene when they weren't dominant in college?

I think he has the potential to be an NFL WR2 (after a few seasons of development). In fantasy terms, probably a matchup WR3 is the best you could ever expect.
