With 32 teams, trying to mix in h2h would seem to be more of a headache than it's worth for the NFL, especially since half of most teams games are within thier own division. I can see why they would not try to use it as a tie-breaker when determining drafting order. With only 12 teams, we should be able to use it more easily if we decide that is what the masses want.
