Honestly, start off with a good solid bid that you're willing to pay, and will at least cause the tendering team a debate or don't bother opening a guy.

If your goal is to help Brian get a guy on the cheap, or he's advised you he isn't matching, then yes, you're doing fine, otherwise, quite frankly, your bidding strategy for RFAs needs a LOT of work.
