There were two things. The main vote was for revamping the comp system to points. That passed. But inside the vote, we broke down a discussion of HOW the determination of picks would be made. There was a mini-vote inside that thread with three options:

Nowhere does the commissioner (whomever it was at that time) state that the a) option became the official selection.

Not to drag something out that's over 6 years old... but did this really ever come to a conclusion?

Ah...seems pretty clear...allows you to drop a level if you choose....not sure it should be any more complicated...

OK, so Jim gets just one 4th? It says ONE pick, not multiple.

He has ONE 3rd comp.

i.e 1 3rd comp does NOT = 2 4ths, as I read that mess of a vote, he can drop that 3rd to a SINGLE 4th

ok..I guess it is more complicated if you read it that way...I have always gone under the assumption, you have so many comp points, use them as you wish...If you have 8 points, rather than use it on a 1st, you can take a 2nd, 3rd and 2 4ths....I have never seen anyone do that, not sure why they would want to , but I am not opposed to it myself. I followed Jim's logic to be my example

are the rules stated clearly you ALWAYS have to use them on highest level pick?

No, as that clusterf*ck of a thread reads, teams can swap ONE pick down for a lower round. Teams cannot split a higher pick into multiple lower picks. That cafeteria type of selection was clearly stated as not being allowed. So Jim CANNOT trade 1 3rd for 2 4ths. He can swap it for a SINGLE 4th.

Now WHERE that 4th would fall amongst comp picks in the event of a swap to a lower pick is NOT specified. If I was writing the rule I would argue it should fall to AFTER the "natural" 4th rd comps, but there is no mechanic written into that mess to clarify just how to handle them that I can see.

What I'm suggesting is a trade to NOT test the ruling... or slow down the rookie draft time frame.

Yes, one level. One pick. I could sub my 3rd round comp for a 4th round comp.
I presume it would be ahead of the 4th round comps (the first of the 4th), because it had been a 3rd rounder.
But that's just my interpretation.
