I am trying to recall. According to the MFL site the guys I have on RFA have been dropped off so I bid accordingly. Is this not correct? I realize that those guys may come back to me at some point and may have to make moves. If this doesn't work then I guess I lose Joseph correct?

RFA tenders count against the cap until someone bids on them.

This has happened before (but I'm too lazy to find when). I thought I remembered allowing the person to be bid on again as an RFA?

That would not make sense - unless someone can find precedence, he just becomes FA and can be bid on during UFA bidding once it begins.

Are you saying he is no longer a RFA but instead becomes a UFA? Wouldn't that penalize the team that held his RFA rights?

He had already been won, and was declined. RFA owner still gets the credit for declining. Tommyknockers get penalized after the fact, so Joseph is cut and penalty assessed, just as usual.

Alll 1st cap offenses come with a 20% penalty plus 30 day moratorium on bidding on that player. As we will be having rookie draft after RFA bidding ends before UFA bidding begins, that 30 days should have passed, so yes, you will be able to bid on him once he is put up. Looks like a loophole in the rule, but I don't see an issue with it personally.
