Move has been reversed on MFL, though I think Jim needs to make a call on this as a move to the TS was made and reversed more than 24 hours later because there was no room on the TS to accommodate the player.

Technically I believe this should be a Roster Violation, though I'm unsure what the penalty should be as the rules don't seem to specifically address violations for exceeding TS or PS size (another area to cleanup with the upcoming rules update). I would argue violating the TS/PS roster and years limits should be treated no different than violating the active roster limits. I know the above was the intent of the poorly written rules (so hard to document every possible violation).

IMO, in this particular case Garoppolo should revert back to Active roster and the Freedom assessed and marked as a 1st Offense Roster Violation. Fortunately it doesn't impact the UFA pickup of Luck as Matt had cap/years to accommodate both, though it should be noted that had he not had the room for Luck with cap and years without releasing Luck , the Luck pickup would have been a Roster Violation as well.

Input from our faithful Commish Jim is necessary in terms of what penalty to assess (if any) as this sets a precedent.

Everyone is supposed to keep track of their own roster... no matter what the app says or doesn't say. In this case, Matt just read his app wrong.

Because there was room on the roster, I'm fine with the return to active (and the 5cbs addition). Luck's signing shouldn't be affected either.

I think an appropriate penalty would simply be a 20% cap hit on Garappolo's current salary (133cbs - so that would be 27cbs penalty). He doesn't need to be released. But Matt would be marked as a first time offender (in big red letters, I'm sure! ;) ).

Does this sound fair?
