Packers Promote Greg Jennings to the active roster *Freedom exceeding the cap by 46*

The Freedom will be promoting Greg Jennings (4 years & $230 this year) to the active roster. This should give the team a total salary of $10,489 with 37 contract years. If there are any issues with my math please let me know and I will repeal this promotion.

Matt,

According to MFL, this move puts you OVER the cap by 46 cb's. Did you forget about the 53cb signing bonus penalty for Greg Jones? Or have I missed something?

Mike

We need to clarify Matt's cap situation ASAP. Matt started Jennings and by MFL's math was over the cap with the promotion, which means he shouldn't have been eligible to start.

Jake, can you confirm Matt's cap to see if it matches what MFL has? If it does, I think we have to take Jennings out of the lineup and probably assess cap penalties as well.

Lee Evans is making 328, not 290... that's 38 of the error
250 yr 1, 275 yr 2, 303 yr 3 + a 25cb bump for either a rookie performance bonus, or a 1 week promotion/demotion from the TS (not sure which, but the app has him at 328 as well).

Greg Jennings is makeing 250 not 230... there's another 20

Other than that, the cuts are off a dollar here and there due to rounding (MFL doesn't automatically round up like we do), but regardless you mis-accounted for 58 cb's.

Okay, so if I cut Dave Rayner (that would clear 80 bucks and still leave me with the 5 madatory K, TE, Def). Not sure what other penalties you were referencing (any change of amenesty?) other than losing the points from Jennings for this week. Of course, if I would have been without Jennings I would have used Lee Evans (since he was the only other WR available).

Anyhow, before I cut Rayner can someone let me know if this will suffice in terms of getting where I need to be with the cap? Thanks!

I'm not sure how to handle the situation here. I'd like Brian and Jake's opinions.

IMO, in no way whatsoever should you get the points from Jennings this week, since you were over the cap and failed to get under. I'm not sure what numbers you were working off off, but they are inconsisntent with the app and the MFL site, so that isn't our fault IMO. Remember, ultimately, it is the responsibility of each team to make sure they're in compliance with the cap at all times.

Now in your promotion thread, you said retract if over... again, I have concerns with this. IMO, he HAS to be retracted since you didn't get under within 24 hours, but he also gets the minimum 1 week 25 cb bump in salary.

As for getting Evans points... can't see allowing another option, even it was your only choice. Don't like the precedent there.

IMO here's the results of exceeding the cap with the promotion and not getting under within 24 hours,

1 - Jennings is demoted back to the TS at the 24 hour mark (which was Saturday afternoon). With the demotion, Jennings salary gets bumped 25 cb's.

2 - You get 0 points from that roster position this week in your starting lineup, since you started an invalid player.

3 - There should be some sort of penalty assessed for violating the rules... the extent of which I'm unsure of at this point, and will need to research the rules some

ETA - after researching the rules, 1st Offense Roster penalties need to be assesed here. The 1st offense will be a cap penalty = to 20% of Jennings Salary.

Quote:
7F. Salary Cap Penalties (aka Roster Penalties)
Roster Penalties (as referenced multiple times in this document) are defined as 1st offense, 20% cap release penalty and 30 day bid moratorium on player in question, 2nd offense, 20% cap release penalty, additional 10% of salary in question (no min or max), and 30 day bid moratorium on player in question, 3rd and additional offenses, 20% cap release penalty, additional 25% of salary in question, and 30 day bid moratorium on player in question. The rules committee will have the authority to apply the rules as appropriate.

These penalties will apply to the following roster infractions:

-Exceeding the 18 player roster limit

-Exceeding the 10,500cb salary cap

-Exceeding the 38 year salary year cap

Player in question will mean the specific player or players acquired which put the team over the cap.

If the player in question was acquired via free agency, the player will be released back into the free agency pool, and the penalties will be assessed, based on the number of previous infractions.

If a player in question which puts a team over any of the caps, was acquired via trade, the team over the cap should notify the league of the corrective action (release of particular player) during the 24 hour time limit the Rules Committee has to review the trade. If a team is over any of the caps after 24 hours of a trade confirmation, and corrective action has not been posted, the Rules Committee will veto the trade, send the players back to their original teams, AND impose the corresponding salary cap penalties. The players will not be released into free agency, but the offending team(s) salary cap will be punished.

FYI: The Rules Committee shall have the power to dole out other penalties if by unanimous vote they deem an uncovered infraction deems such a penalty.

4 - the Raynor move is irrelevant at this point and has no bearing on the discussion

Okay, so I get no points from Jennings this week and he is back on the TS but with $25 raise. Let me know what other penalties (if any) are going to be applied since the rules above apply to the acquisition of a FA not the movement of roster player.

Also, I want to make sure that I am back under the cap (which I am guessing I should be without the Jennings salary). Thanks.

Actually I think the roster penalties rules do work here, although this specific situation isn't mentioned. I'm treating it like a trade (which is mentioned) where the player is returned (not cut), thus in this case returned to the TS, and the offending team is assessed a 20% penalty.

In this case, the penalty would be $50cb's. With Jennings back on the TS, and the 50 cb salary penalty, I have you at 10,346.

BTW Matt, at least this didn't effect your winning this week... I'm glad that didn't have to come into play!

Good deal. Thanks for the update as we now have the same set of numbers hopefully I will not have an issue in the future. BTW, not that it matters at this point but didn't we discuss dismissal for first time offenders (actually after all these years this is likely not my first offense)...

I interpret the 1st offense / 2nd offense etc. to be on a season by season basis, not retro-active to past seasons.

I agree with this.

Again, not that it matters but if this is my first offense this season (and I think it is my first ever) than would not the dismal option still be there.

1st offense is a 20% penalty
